The Commission on Elections proclaimed anew Mayor Salip Aloy Jainal as the duly elected mayor of Indanan, Sulu in the last 2004 National and Local Elections in the province of Sulu. This came after the Supreme Court upheld the COMELEC En Banc’s Resolution ordering the recount of eight precincts considered bailiwick of Mayor Jainal on the ground that the election returns used during the last precinct were spurious and incomplete.
The recount resulted in even a greater margin for Jainal who now leads Julhatab Talib by One Thousand Eighty Five votes, instead of the previous one thousand twenty eight. According to his lawyer, Atty. Jamar Kulayan, the recounting of the ballots only show that if any irregularity transpired during the last election, it was Julhatab Talib who benefited because the actual vote for Talib in Precint Nos. 22A and 33A was only one (1), while in the election returns and statement of votes by precinct his votes in these precincts were recorded as fourteen and twenty one, respectively. The result of the recount finally put to rest all doubts to the right of Jainal to the office of the Municipal Mayor of Indanan, under whose reign peace and order and development in various aspects of lives of Indanan constituents were made possible, according to the lawyer. Jainal, who is re-electionist for mayor vowed to pursue what he had started for the continuity of development and good governance. Mayor Jaina who was then a senior member of the provincial board in past years, expressed his appreciation to the poll body over the final decision of their case which once and for all resolved his legitimate assumption to the mayoralty position as the true winner in the 2004 elections Mayor Jainal’s priority programs in support of the national and provincial government programs and projects had realized its full implementation, particularly the wise utilization of the municipal’s Internal Revenue Allotment (IRA) that benefited the different sectors of the community. In addition , part of his focus was the scholarship grant given in favor of honor graduates of various public high school of Indanan, which unprecedented started under his administration. (BC)
